In submitting the matter to your Grace, I would remark on only one point in the Attorney General's letter, and that is his 3rd answer: the supplies for the boats in which were taken, and which the Attorney General "thinks vessels" were regularly licensed Cargo Boats belonging to this Harbour, subject to our control, and plying under the terms of Cargo Boat Ordinance No. 15 of 17/360.

I shall be greatly obliged by receiving any instructions your Grace may think proper to give, in the event of any other arrived vessel, Federal or Confederate, arriving in our port or its confines at a future date. Such an arrival from a Federal vessel of war may reasonably be looked for, as there is still a United States' Naval depôt kept up in Hongkong, and the circumstance of the Wyoming's visit would show that the legal boundary of our Harbour, as well as of Hongkong, was not clearly understood, the terms of the Proclamation of the Governor of the date 26th March 1862, and of Juvenalle's Circular Dispatch of 29th March 1862, having been well considered beforehand.
